Bill Ward, Veteran’s Service Officer

In October 2012, the Cumberland County Commissioners approved the hiring of Mr. Bill Ward, US Army First Sergeant (Retired), as the County Veteran Service Officer. Mr. Ward is a 32 year veteran of the United States armed forces. Most of those years were spent in senior non-commissioned officer positions of leadership, tactical and strategic operations, and on administration or training staffs. A holder of a Top Secret security clearance due to his Military Intelligence activities he was granted significant trust during all those years. Being a former US Army First Sergeant he brought a wealth of knowledge to the Service Officer position. The VSO position is a natural extension of a military leader’s prime concern that being caring for the troops.

The Operation Iraqi Freedom combat veteran served a year in Mosul, Iraq as the Senior Non commissioned Officer of a Military Transition Team. The team’s mission was to train the Iraqi infantry Brigade staff in tactics, techniques and procedures to better effectively manage the Brigade operations and defeat their enemy. With over 200 combat missions he has a unique perspective on the issues facing veterans.

As the County Veteran Services Officer he is responsible for the overall operation of the Veterans Service Office. Each year the office sees over 1500 veterans and receives at least 4000 phone calls. In accord with the state’s policy of “everything veteran” Mr. Ward has helped veterans and family members in many areas of need.

Mr. Ward is a member of the Cumberland County Veterans Council, The Cumberland County Homeless Veterans Committee, American Legion, Fleet Reserve Association, and the 13th Judicial District Veterans Court Advisory Committee.



Assistant Veteran’s Service Officer

Hired in September 2012, Wendy Johnston brought her wealth of medical and administrative knowledge to help the community’s veterans. She has been in Public Relations and Communications since 1995. She started as a switchboard operator at Cumberland Medical Center. She continued in this capacity while she worked at the Crossville Medical Group being a receptionist and a Medical Records Clerk from 2004 to 2010. In 2011, Wendy was instrumental in organizing the Welcome Home Vietnam Veterans Reunion and Parade. She was one of the principals who helped to bring The Traveling Wall to Cumberland County as part of the ceremonies. She continues to use her Administrative and Public Relations knowledge to help veterans today.

In 2017 she received a Certificate of Appreciation from the Daughters of the American Revolution for her work helping veterans.  In 2015 she was trained by the Tennessee Department of Veterans Services as a Veteran Service Officer and granted accreditation as a VSO by the U.S. Department of Veterans Affairs.
